Add "Advanced" toggle header

Project Member Reported by tbuck...@chromium.org, May 25 2016

Issue description

Given the new structure, there should be an "Advanced" header within the content area below the Basic sections. It should let the user collapse/expand the Advanced sections.

Note that when expanding the "Advanced" sections, the page should partially scroll down so that the sections become visible.
