Long pressing empty text input didn't trigger paste popup menu

Issue description

OS: Android

What steps will reproduce the problem?
(1) Copy something to clipboard
(2) Go to www.google.com
(3) Long press Google search bar (not omnibox)

What is the expected output?
Floating Paste menu and vibration

What do you see instead?
Nothing

Fixing long press paste pop up bug

Long pressing on an empty editable input didn't trigger a paste
popup menu. This change fixes that.
