Don't display chrome-extension URLs for subframes in the TaskManager

Project Member Reported by nick@chromium.org, May 24 2016

Issue description

SubframeTasks currently use the SiteURL for their titles. For chrome extensions, these URLs are not meaningful to the user (they look like chrome-extension://dgsbngkahwtgeaskjabgfsgsdgasdg/).

Instead, we can map the ID to the extension, and use the extension name as the title.
