webgl_conformance test shader-struct-scope.html is causing future test failures on Nexus 6 bot

The WebGL conformance test conformance/glsl/misc/shader-struct-scope.html is being marked as 'Skip'.

If you do not skip this step, it will cause many future WebGL tests to fail. The list of future tests which fail is very long. It is almost all of the WebGL conformance tests.
