Mash wm should resize/move windows with shrinking container.

Mash wm should resize/move windows with shrinking container.

1) Run chrome --mash on linux desktop.
2) Shrink the height of the window containing the shell.
3) Observe the size and placement of QuickLaunch and Chrome windows.

Currently, they retain their size and position, potentially showing offscreen.
Non-mash chrome shrinks windows as much as they allow, then move them to stay onscreen.
