Automatically restore session after crash |

Issue descriptionFinch experiment: after a browser crash, automatically restore the session instead of showing the session restore bubble. Restoring the session means: - Restore only frontmost tabs in each window, as well as restore any tabs that would have fallen under the memory pressure "do not discard" whitelist - streaming media, etc. - All other tabs are recreated in the suspended state - if restoring the session produces a crash, the next launch should NOT auto restore. It should show the bubble instead. We should also record UMA for whether auto restore immediately caused a crash or not.

how do i enroll in this experiment? i want to restore only the tab from the visible window, not from all other windows, i have 20 windows. i want to restore only ONE tab at session restore!
