Track CSS changes how Edge devtools does

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:

Why is this assigned this already happens through the new "quick source" panel. I just saw it in an IO video

There is experimental "Source diff" in Sources panel. The Edge, however, shows changes in the Styles sidebar pane as well - which is different.
