As noted in comment #9 of  Issue 606672 , when running Animometer in Safari, the frame rate reported by Safari is generally 5-10% higher than that reported by QuartzDebug. In the Focus animometer test, the difference is as high as 100%.

The issue seems to be caused by Safari pumping frames that have been dropped, but this isn't entirely clear.
