WebViewTest.Shim_TestDeclarativeWebRequestAPISendMessage test is flaky

WebViewTest.Shim_TestDeclarativeWebRequestAPISendMessage has failed on the Mac GN (dbg) bot a couple times: https://build.chromium.org/p/chromium.mac/builders/Mac%20GN%20(dbg)

Specific example: https://build.chromium.org/p/chromium.mac/builders/Mac%20GN%20%28dbg%29/builds/33600

In both cases that I can see as of now, an error is hit from vt_video_encode_accelerator_mac.cc:

[52402:1287:0524/063919:ERROR:vt_video_encode_accelerator_mac.cc(548)]  VTCompressionSessionCreate failed: -12908

It's also failing regularly on the Mac ASAN and regular Mac 10.5 tests (dbg) bots. Since it isn't obvious what started causing all these failure, the test should just get disabled for now.

Disable WebViewTest.Shim_TestDeclarativeWebRequestAPISendMessage on Mac.

This test started being very flaky on various Mac waterfall bots.

Both VideoToolbox HW encode/decode fails, but this wouldn't cause a crash. It would just fall back to SW implementations.

Couple lines below, there is a fatal crash though in all those failures:
