User has no chance to prevent sync after signing in on FRE.

Issue description

1. Wipe chrome data
2. Restart chrome
3. Go through FRE, signing in and selecting to go to 'Settings'

Observed result:
User is taken to the AccountManagementFragment, where it says 'Syncing to <email>' under Sync.

Expected result:
The user taken straight to the SyncCustomizationFragment (and sync only starts when they leave that screen).

Can I check that this is the expected behaviour?

The screen is expected, but the starting of sync by default is not. We have fixed this sync starting problem, https://bugs.chromium.org/p/chromium/issues/detail?id=613340

Status: WontFix (was: Untriaged)
Being taken to the account-settings screen is expected, and we've fixed the other issue already. Thanks Peter!
