User has no chance to prevent sync after signing in on FRE. |

Issue description1. Wipe chrome data 2. Restart chrome 3. Go through FRE, signing in and selecting to go to 'Settings' Observed result: User is taken to the AccountManagementFragment, where it says 'Syncing to <email>' under Sync. Expected result: The user taken straight to the SyncCustomizationFragment (and sync only starts when they leave that screen). Can I check that this is the expected behaviour?
