Notification in Password Manager about http/https saved credentials

Issue description

By security reasons Password Manager doesn't fill credentials saved on a form with one scheme from http/https into a form with another scheme.But it would be nice to inform a user in some way that saved credentials is available.
This bug is for tracking progress on this issue.

We use http credentials on https sites. To do it the other way around seems very controversial.
