Label elements don't always give focus to their related inputs, if the label contains an image and some text is highlighted elsewhere on page

Steps to reproduce the problem:
1. highlight some text on the page
2. click <label for=foo><img></label>
3. #foo doesn't get focus correctly

What is the expected behavior?
the input that the label is for should get focus

What went wrong?
Sometimes the input gets focus just fine, other times not.

Does it occur on multiple sites: Yes

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? Yes 

Chrome version: 50.0.2661.102  Channel: stable
OS Version: OS X 10.11.4
Flash Version: Shockwave Flash 21.0 r0

Can reproduce this on Chrome 48/Windows 7, and on Chrome 52/Mac.

Cannot reproduce on Chrome 50/Android 6.0.1

Peculiarly, also cannot reproduce on Chrome 52/Mac using touch emulation in Devtools.

Confirmed on m50 and m53 on Mac. The first click on the image after highlighting text shows the incorrect behavior.

Confirmed on Linux, this isn't Mac specific. Also, this looks like a problem with forms.
