Non-Regression : Unable to Navigate to Sign in Page On clicking "Sign in again" link

Issue description

Version: 52.0.2743.3
OS: Ubuntu 14.04

Precondition:
1.Enable from 'chrome://flags'
->

What steps will reproduce the problem?
(1)Login into Profile -> Now Go to chrome://settings Page -> Click on "Disconnect your Google Account"-> Now click on Sign into chrome" -> sign into Profile with another Account-> Now click on "Sign in anyway"
(2)Go to chrome://flags -> Enable 'Material Design User Manager' flag -> click on "Relaunch"->After Browser is Relaunched Observe Warning Icon beside the Name of the Profile at R.H.S
(3)Now click on avatar icon ->click on 'Switch person' option for User Manager window-> Select 'ADD PERSON'-> Now Check the 'Supervise this person...' checkbox ->Select account-> Click on "Save" Button
(3)Now "Your account details are out of date. Sign in again." message will be displayed ->Now click on "Sign in again" link and Observe for Sign in Page (Please refer Video)

Expected: Should be able to Navigate to Sign in Page On clicking "Sign in again" link

Actual: Instead Unable to Navigate to Sign in Page 

This is Non-Regression Issue as "Sign in again" link is introduced from 51.0.2703.0

Note: Unable to update the Windows behavior as I am not  able to see
