Wrong message is seen on deleting image in set wallpaper overlay

Version:52.0.2739.0/8365.0.0 dev-channel Peppy, Daisy, Blaze
OS: Chrome

What steps will reproduce the problem?
(1)Sign in to user>> go to set wallpaper overlay from settings>> go to custom>> click on + icon>> choose file>> select the image and click on open>> close choose  fie overlay>> and delete the image which is uploaded from gallery>> and again click on + icon>> and observe


Expected: After deleting the image no file chosen message should be seen beside Choose file (Refer Screenshot)
Actual: Instead earlier uploaded image title is seen beside Choose file option

This is a Non-Regression issue as same behavior is seen since M50: 50.0.2661.103/7978.74.0 stable-channel Daisy

Issue is not applicable to Linux and Windows

Able to reproduce the issue on Peppy using chrome version 52.0.2739.0/8365.0.0
