Issue descriptionChrome Version: 52.0.2743.3 Revision 8be70850ebcd3ec9433ba7606521c44009e96655-refs/branch-heads/2743@{#23}(32/64 bit) OS: Windows(7,8,10), Mac (10.10.5)(10.11.4), Linux(Ubuntu 14.04 LTS) Pre-condition:Enable Material Design history from chrome://flags What steps will reproduce the problem? (1) Launch chrome, navigate to chrome://history page. (2) Open dev tools window, click on 'Toggle device toolbar' and reload the page. (3) Close dev tools window and click on 'Iron icon' or 'Synced tabs' or 'CLEAR BROWSING DATA', observe. Nothing is clickable on history page after closing dev tools window. Options should clickable on history page. Is this reproducible in M53? This is a feature behind a flag and should not be tested on M50.

Unable to reproduce the issue on 53.0.2751.0. rkote@ : Could you please update the issue if its reproducible on Latest M 53. As per the above comment removing the ReleaseBlocker, feel free to add if it s required.

This is a more general problem, probably with devtools. I can repro a similar issue with MD Downloads.
