Nacl SDK sample code graphics_2d cost high CPU usage

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Complile the example nacl_sdk\pepper_47\examples\api\graphics_2d
2. Run the this example
3. Check the cpu usage in windows task manager

What is the expected behavior?
The cpu usage is low.

What went wrong?
When play 320x240 video, the CPU usage is around 40%. If changed the display size of the video to 1280x720, the CPU usage increased to around 60%.

Did this work before? No 

Is it a problem with Flash or HTML5? N/A

Does this work in other browsers? Yes 

Chrome version: 50.0.2661.102  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: pepper_flash - Version: 21.0.0.242

We don't know the implementation of Chrome. We guess it is related to Chrome's internal implementation and depends on PC environment.

can you provide a repro url?
Need not to use a url to reproduce this issue, just use the api example video_decode to reproduce it. This example provide data internally.
