What steps will reproduce the problem?
1. Launch chrome and sign in to chrome with valid credentials.
2. Go to chrome//settings page and click on 'Advanced sync settings' button.
2. Now, hover the mouse pointer on 'Credit card and addresses using Google Payment' option and observe.

Tooltip doesn't appear for 'Credit card and addresses using Google Payment' option.
Tooltip should appear for 'Credit card and addresses using Google Payment' option.

Note: Tooltip is displaying for all the options except 'Credit card and addresses using Google Payment'

This is a non-regression issue, seen from M-49 series as this option is introduced from build # 49.0.2623.0
