Cannot create a new folder along with the existing "Bookmarks bar" and "Other Bookmarks" folder at the same heirarchy, not subfolders of them

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36 Steps to reproduce the problem: 1. There is no option to create a new Bookmarks folder for extension development apart from "Bookmarks bar" and "Other Bookmarks" when trying to create a new folder for development purpose. What is the expected behavior? 1. We should be able to create a new folder in the same level/heirarchy as "Bookmarks bar" folder and "Other Bookmarks" folder. What went wrong? 1. New folder being created is always a sub-folder of already existing folder i.e., "Bookmarks bar" or "Other Bookmarks" folder. Did this work before? No Chrome version: 50.0.2661.102 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 21.0 r0 This is a new feature request. Not an existing bug.
