Targus DisplayLink docks not providing connectivity to external display |

Issue descriptionChrome OS Version: 52.0.2727.0 Platfrom 8302.0.0 (tested M51) Chrome OS Platform: Acer C720P Steps To Reproduce: (1) Attach Targus DisplayLink dock USB to Chromebook. Models ACP70AU and ACP71AU tested (USB 3.0). Expected Result: Chromebook should display on external monitor connected to the dock. CrOS Display settings should show external display is connected Actual Result: No output to external display, or recognition of attached display in Display settings Consistent behaviour across USB ports. C720p doesn't support displaylink yet, it's WAI.

@marcheu, would you be able to expand on C720p not supporting, and any intentions for it to be? If there are any guidance docs for what is/isn't support regarding docking Chromebooks that you could point me towards that'd be greatly appreciated.
