Extend content_browsertest coverage for MediaRecorder

After the addition of HW encoders, we need to extend content_browsertest coverage:
- Trigger HW and SW encode on all platforms.
- Try all the codecs on all platforms.

MediaRecorder: parameterise certain browsertests by video codec and/or encode accelerator

Extended certain test to use VP8, VP9 and H264, with and without
