PDF viewer loading progress bar can be inaccurate

Issue description

At r395426, load a copy of the PDF 1.7 spec PDF file off disk.

Actual: See the progress bar get to ~90% very fast, then hang at 90% for 15+ seconds.

Expected: See the progress bar move in smaller increments.

No longer notice this with PDF spec, is this still an issue? What I've noticed for files that take long is that progress bar finishes but the pages haven't shown.
Yes, it turns out when the file size is unknown, in OutOfProcessInstance::DocumentLoadProgress() we use a logarithmic scale from 0 to 100 MB, so for large files, like the one in https://bugs.chromium.org/p/pdfium/issues/detail?id=633, we get to "99%" after loading 100 MB, and stay there for the next 200 MB. Then after the file has been fetched, PDFium still has to parse the file, which as shown in the other bug, is slow too.
