Glimpse of toolbar in inactive space with Full-screen and two display

Issue description

Steps to Reproduce
1. Enter full screen mode on 2nd monitor.
2. Click on desktop on 1st monitor.
3. Click on chrome content (2nd monitor full screen).
4. Click on desktop on 1st monitor.

The issue only occurs when clicking on the desktop on 1st monitor, no issue with clicking on another running application window.  And the issue only appears when the desktop is clicked 2+ times.

The issue is not always reproducible when clicking on the chrome header instead of the content window.

Observed on Version 53.0.2744.0 canary (64-bit)

Still observed on 54.0.2816.4 (Dev 64-bit).  Also happens with monitors reversed.  Can confirm it has been occurring on dev channel for several weeks at least.  Regarding the linked  issue 606511 , there does not need to be a windowed application on the 2nd monitor, so long as you are on a desktop display (not a full screen application) on the non-Chrome monitor.
Also occurs upon unlocking if Chrome is active and desktop is locked.
I do not know if this is of any significance or relevance to this issue, but having two physical monitors is not required to replicate this issue. On OSX 10.11.6 having multiple desktop views makes this bug appear every time you switch between the maximised chrome window to the main desktop view and then back again using the Mission Control method of switching for me.
