To provide more consistent feedback when moving across windows and tabs,
- remove the use of TabsApiHandler (for ChromeVox Next)
- read the ancestry chain diffs of events not just for nodes in the same "tree" (same root)

tasks:
- focus checking for selection events (ensure event target is a descendant of focused node)
- ensure window title gets refreshed (since ChromeVox's extension is out of process)
