CCT toolbar shadow disappears

Chrome Dev 52.0.2739.3

1. open twitter native app, click a link
2. see page open in CCT 
3. tap menu -> tap share via 
4. tap gmail, type address, tap send 
5. gmail UI dismisses, leaves behind a CCT as expected, but toolbar with no shadow

Ian, do you mind taking a look at this? This is also possible to reproduce on Twitter where the toolbar color is white.

I see the toolbar shadow disappearing during browsing when we leave the activity and come back as well at times. But that flow is not 100% reproducible.

Can't repro anymore. I think the bug was temporary.
