Page shouldn't scroll when selecting first section in nav sidebar (probably) |

Issue description
in dev/canary:
1. Navigate to chrome://md-settings
2. In the nav sidebar, tap the first sub-section under Basic ("Internet connection" on CrOS)
Expected: Nothing changes visually, since we're already at the top of the page.
Actual: The page scrolls down a minute amount, which looks silly.
Alan, any opinions?
