This seems more like a feature I would expect in Android's native App notifications screen, or perhaps in Facebook's settings pages as it is specific to their site.

We don't generally have such fine-grained settings in Chrome's Site settings screens, as they would soon explode with detail. For example, should it then also control whether sensitive notification content is hidden on the lock screen? Or whether the icons are loaded? Or whether they may be sticky? Etc etc.
