toolchain team (rotation) does not have +2 rights on gerrit

Our rotation 
chromeos-toolchain-detectives was added to chromeos-full-committers

however, we still don't have +2 gerrit access. For example, we cannot +2 this CL:

we have a few CLs waiting for branch point and then we will really need +2.
