On-screen keyboard icon stays highlighted after keyboard is dismissed |

Issue descriptionChrome Version: 52.0.2727.0 OS Version: 8302.0.0 What steps will reproduce the problem? 1. Enable the on-screen keyboard in a11y settings 2. Tap the on-screen keyboard icon in the shelf 3. Dismiss the on-screen keyboard 4. Repeat #2 & #3 What is the expected result? The on-screen keyboard icon in the shelf is only highlighted (blue) when it is active. What happens instead of that? The on-screen keyboard icon in the shelf stays highlighted (blue) even when it has been dismissed. Please provide any additional information below. Attach a screenshot if possible.
