Issue descriptionChrome version : 53.0.2746.0 (Official Build) ab85905a374bd6b8ccabcc63f544d82dc1b8210c-refs/heads/master@{#395278} 32/64 bit OS : Windows (7, 8, 10), Linux (14.04 LTS) and Mac OS X(10.10.5, 10.11.4) Pre-conditions : 1. Please enable 'Material Design User Manager' flag from chrome://flags/ 2. Sign in to chrome using an account which has only 'one' synced 'Supervised user'. (Person 1) What steps will reproduce the problem? 1. Launch chrome, click on 'Avatar' icon then click on 'Switch person' and select 'ADD PERSON' option. 2. Check the 'Supervise this person...' checkbox and select your account from drop down list. 3. Click on 'Import an existing supervised user' link, click on 'Person 1' and press 'Cancel' button. 4. Now again click on 'Import an existing...' link and try to shift the Grey focus ring to 'Person 1' using Tab key, observe. Actual : Grey focus does not move to 'Person 1' using Tab key in 'Import an existing supervised user' overlay. Expected : Grey focus should move to 'Person 1' using tab key.
