Unable to add new Gmail account after signing out of chrome.

Issue descriptionVersion: 53.0.2746.0 (Official Build) ab85905a374bd6b8ccabcc63f544d82dc1b8210c-refs/heads/master@{#395278} (32/64-bit) OS: Windows (7,8,8.1,10), Mac (10.10.5, 10.11.4), Linux (14.04 LTS) What steps will reproduce the problem? 1) Launch chrome, Sign in to chrome and go to chrome://settings. 2) Disconnect the account from Sign in section and go to https://gmail.com. 3) Click on Sign in with a different account, then click on Add account button and observe. Unable to add a new account in gmail or remove an existing account. Should be able to add a new account in gmail or remove existing account.
