logging at chrome://webrtc-internals not working

Issue description

Steps to reproduce the problem:
1. open freshly installed chrome browser on android 6, in which no file has ever been downloaded to the file system
2. open chrome://webrtc-internals in chrome on Android
3. click 'Enable diagnostic packets and events recording'

What is the expected behavior?
Get log automatically stored in download directory, possibly after getting 'enable file storage permissions' dialogue.

What went wrong?
Log not stored and no permission dialogue opened. A work-around was possible: download any file from any website opened 'add permissions' dialogue. Then clicking 'enable file storage permission' checkbox made log to be stored.
