OS: Windows 10(Touch device)

Steps:
1. Launch Chrome and navigate to chrome://downloads
2. Long tap/touch on 'Open Downloads Folder' and observe.

Actual: Glimpse of context menu is seen and Downloads folder window is opened on long tap/touch.

Expected: Context menu should be open on long tap/touch.

This is a regression issue broken in M-50, below is bisect info

Good build: 50.0.2627.0
Bad build: 50.0.2630.0
