Non-Regression : Focus is seen on Account and 'Select an account' dropdown On mouse hovering

Issue description

Version: 53.0.2746.0
OS: Ubuntu 14.04,Windows

Pre-condition: Enable 'Material Design User Manager' flag from 'chrome://flags'

What steps will reproduce the problem?
(1)Launch chrome -> Sign into Profile-> click on avatar icon 
(2)Now click on 'Switch person' option for User Manager window-> Select 'ADD PERSON'-> Now Check the 'Supervise this person...' checkbox -> click "Select an account" Dropdown
(3)Now hover the Mouse on accounts and observe focus remains on 'Select an account' dropdown(Please refer Video and screenshot)

Expected:  On mouse hovering Focus should be shifted to selected Account and should not remain on 'Select an account' dropdown 

Actual: Instead  two Focuses are seen i.e. on 'Select an account' dropdown and on selected Account On mouse hovering

Note:On using Up and Down arrow keys from Keyboard focus is not seen on  'Select an account' dropdown i.e. it is shifting to selected options

This is Non-Regression Issue as Focus for Options in 'Select an account' dropdown on Mouse hovering is introduced from 53.0.2744.0 Build

Able to reproduce the issue on Mac 10.11.5 using chrome version 53.0.2746.0
Status: WontFix (was: Assigned)
This behavior is in accordance with the design specs.
