Issue description

https://codereview.chromium.org/1959033002 may have missed a rebaseline for Win7, there are what look like edge anti-aliasing image diffs in:

virtual/prefer_compositing_to_lcd_text/compositing/overflow/nested-render-surfaces-with-intervening-clip.html

Pointed to your change by the rebaseline via:

senorblanco@: Is it possible that WebglConformance.deqp_data_gles2_shaders_preprocessor failure is related to this CL?  
Re: #4: unlikely. That change affected the compositor, not WebGL.

Seems to have greened up with the re-rebaseline.

Looks like an ARB bug. Bouncing back to wkorman to close as Fixed, or leave open for the ARB problem.
