Regression:Weird overlapping of content is seen on download bar after clicking on retry button.

Chrome Version: 53.0.2746.0 (Official Build) (64-bit)ab85905a374bd6b8ccabcc63f544d82dc1b8210c-refs/heads/master@{#395278}(64 bit)
OS:Mac (10.10.5)(10.11.4)

What steps will reproduce the problem?
1.Launch chrome and navigate to http://www.azurespeed.com/Azure/Download
2.Click on 3-4 download files,click on 'show all' button from download bar.
3.Click on 'cancel' button of download entry and again click on 'retry' button, observe the download bar.

Actual: Weird overlapping of content is seen on download bar after clicking on retry button.

Expected: No such overlapping should be seen on download bar after clicking on retry button.

This is a regression issue broken in 'M46' and will soon update other info.

That UI isn't drawn by Blink, but by our Cocoa UI code.

In the blame range, the 10.10 SDK seems the most likely candidate (nothing else that looks Mac-specific going on):

Reassigning to erikchen@ for further investigation. I'm going to remove RB-Stable, though, since 50 is already stable and your bisect suggests this was introduced in 46. There's no need to block stable releases on something that's already been in stable for months.
