Scroll anchoring should take effect when navigating backwards/forwards

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2739.2 Safari/537.36 Steps to reproduce the problem: 1. Go to http://www.theguardian.com/. 2. Scroll to the bottom and select an article 3. Click back What is the expected behavior? The browser should restore the scroll position on the new page to the previous content (scroll anchoring). What went wrong? The browser restores the scroll position to the previous scroll position, which means you will see content jumping about as it loads above. Did this work before? N/A Chrome version: 52.0.2739.2 Channel: dev OS Version: OS X 10.11.4 Flash Version: Shockwave Flash 22.0 r0
