Chrome MSI doesn't honor settings "Help make Google Chrome better by automatically sending usage statistics and crash reports to Google." when selected on Chrome Downloadpage EULA.

Issue description

Version: Chrome Stable(Only applicable for Stable Chrome)
OS: All Windows platforms

What steps will reproduce the problem?
(1) Install Chrome from below URLs's which server Chrome msi by checking the option ""Help make Google Chrome better by automatically sending usage statistics and crash reports to Google." on EULA  :
     https://www.google.com/work/chrome/browser/
     http://www.google.com/intl/us/chrome/business/browser/admin/
     https://www.google.com/chrome/education/browser/admin/


What is the expected output?
When the option ""Help make Google Chrome better by automatically sending usage statistics and crash reports to Google." is checked upon Chrome installation we should see the option "Automatically send usage statistics and crash reports to Google" Checked under "Chrome://settings --> Privacy"

What do you see instead?
The option "Automatically send usage statistics and crash reports to Google" Checked under "Chrome://settings --> Privacy" is unchecked

There is no facility for passing the UMA consent bit from the dlpage through the MSI. The easy thing to do would be to remove the option from the page. This is probably the right thing since enterprises will likely use policy to force the consent bit on or off.

Agreed, we should just remove the checkbox if the value can't be set.

To comment #3, there shouldn't be any privacy implications here since this flow will never opt a user into reporting data back to Google (i.e. the case presented here is a user who wants to send data back, but that setting isn't persisted through the download flow).

Given no privacy implications, we can remove the checkbox/option from dlpage with a future dlpage update.

georgesak@ or pbommana@, pls open a bug in buganizer to request the fix with webmaster team. The bug path to use is (Web Studio (Webmaster) > Universal > G-Team > Chrome). Thanks.

With Chrome for Work refreshed site at https://www.google.com/work/chrome/chrome-browser/, the MSI download doesn't have this option any longer on my Win10 as far as I can see, georgesak@ or pbommana@ can you pls double-check? Thanks.

1) The Enterprise sites are being taken care by him with Meghan Simkover who is driving the enterprise marketing/web dev efforts:

Per him: the /INTL site we are working on a plan to remove/merge it with the CFW  site google.com/work/chrome/browser"

2) The education site https://www.google.com/chrome/education/browser/admin/ is unclear and need to figure out. We can use the Buganizer bug to follow-up further and figure out.

Actually, this was fixed some time ago. The usage consent on the download page works as intended for enterprise installers these days. Thanks.
