background-color of body takes all page available space while border shows a body less 'big'

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/50.0.2661.102 Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:

What is the expected behavior?
the background-color property should apply within the border

What went wrong?
the background-color property applied outside body boundaries.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No

The problem is with inheritance !

Navigated to the both html files and observed the same behavior in all the browsers (Chrome, Firefox and IE).
@vlio2gem -- Could you please verify the html files and provide us the behavior which would help us triage the issue further.

the html code that vilo2 has submitted has styling problems , and nothing to do with browser/chrome os.

this image also is same at ubuntu 16.04.

so I edited the html markup and posted it . and now the styling problem is solved.
this was not a bug , rather a styling mistake . :).
hope you get it .
