Steps to reproduce the problem:
1. Run Chromium in German
2. Open the Downloads tab
3. Have at least one download in the list

What is the expected behavior?
The "Clear all" button should have a proper translation.

What went wrong?
It says "Alle löschen" which means "Delete all". The button won't delete your completed downloads from where they have been saved though.
