Steps to reproduce the problem:
1. Run the browser with --force-device-scale-factor=<some number greater than 1> 
2. Click and drag something
3. Move the cursor around a bunch before releasing

What is the expected behavior?

What went wrong?
The drag box just keeps getting bigger. Here a short video showing the issue https://gfycat.com/UncommonLastingDodobird This does *not* happen unless the scale factor is set to something other than 1.
