Tabs (but not fonts) are blurry with high DPI scaling

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.102 Safari/537.36

Steps to reproduce the problem:
1. Run with google-chrome --force-device-scale-factor=<something greater than 1> (alternatively set your Ubuntu font scaling greater than 1)
2. Look at tabs and at the user indicator

What is the expected behavior?
They shouldn't be blurry.

What went wrong?
They appear blurry. See the attached image. I did it with --force-device-scale-factor=4 to really exaggerate it, but its there even with the value I actually use, 1.3, and its noticeably distracting.  Note that the text and other UI elements appear to be totally fine.

Chrome version: 50.0.2661.102  Channel: stable
OS Version: Ubuntu 16.04

I just checked with the beta channel, specifically 51.0.2704.54 (Official Build) beta (64-bit), Revision	0a83ee128f7de73f3ed9fb8e920541134464f086-refs/branch-heads/2704@{#583}, and it appears the tabs are now fixed, but the current user indicator is still blurry.
