Allowing PW to work in flaky network conditions

Issue description

Brainstorming an idea:

Today, PW requires constant connectivity due to the dependence on the proxy service. For users in low connectivity/poor connectivity environments, they cannot use the PW, even if visiting a PWA already in the cache.

One proposal is to give users the ability to turn off the proxy service (with clear UI indicating that results are unfiltered) OR to grant users ability to add certain URLs to a whitelist that doesn't go through proxy (e.g. if we identify a URL as a PWA, we can ask user if they'd like to resolve directly).

This would require us to store a local mapping between shortened URLs and resolved URLs.

Whatever we come up with here might be interdependent with our private URL solution.

Lots of good ideas here, but I think we should split up and create specific tracking bugs as we decide to implement.
