PW on fresh Nexus 6P doesn't show results immediately

Issue description

On a fresh Nexus 6P, I do the following:

- update Chrome (to latest version)
- turn on master bluetooth
- go to google.com (to ask for location permission, though I don't get asked for the system location permission -- just web permission)
- enable physical web from flag
- restart chrome
- turn screen off
- turn screen on

After that, the Physical Web notification doesn't appear. I restart Chrome multiple times and it still doesn't.

What ultimately triggered the notification is disabling and then re-enabling Physical Web.

Replicated on two new Nexus 6Ps (unboxed for the first time).

I'm trying to reproduce on a 6.  Can't do it so far, but admittedly, not all my steps are the same.

Is this already granted?

Does it ask you for location permission then?
Yeah I wasn't able to repro on a 6, only on 6P.

On a new 6P device running M, it wouldn't already be granted.

No, it didn't ask for it then either.

So you got it to scan without *ever* granting location permission?  That's unexpected.  Could you double check location permission status? appinfo -> permissions
The weird thing is the permission does show up as granted when I check in settings (appinfo -> permissions), but I was never given the OS permission modal (I only saw the Chrome web permission request).

The issue appears to be that because you need the play services update as well, you aren't seeing it work until that updates in the background.
Ah -- I thought the play services had updated.. I suppose I should've waited even longer
