Animometer - Leaves test with Ganesh regressed between Chrome 51 & 52

Issue description

While running tests with Ganesh on Pixel C I noticed that the score on Animometer Leaves test is 20% worse on Chrome Dev and Chrome Beta.

Chrome Beta (51.0.2704.36) - Score ~150
Chrome Dev (52.0.2739.3) - Score ~125

Looking at the traces it looks like raster task durations increased from ~3.3ms to ~4.8ms average.

My initial thought is that this could be image controller overhead.

FWIW my local build on ToT scores ~166.  I'll run some bisects.
Did we figure this out?

This was confirmed to be image controller overhead, as the test is very image heavy.  We've optimized part of the overhead, but I don't think we'll be changing this soon, as the image controller is doing good things.
