No indication that buildslaves are all busy |

Issue descriptionAfter submitting a couple of try jobs using cbuildbot, I was confused why they were not runner. Infra was able to detect that all of the associated builders wer busy, but there does not appear to be any easy way to determine that from the build page. Here is the build page: https://uberchromegw.corp.google.com/i/chromiumos.tryserver/builders/chromium-pfq Attached is a screenshot at the time. It would be super helpful if the actual status (e.g. 'building chromium-pfq #120' with a link) was shown instead of 'connected'.

No fix in buildbot. But you do get this in swarming task page ("100 bots can run this task, but 100 bots are busy), so pure LUCI builds already fix this use case.
