Set pointer type when building SyntheticWebtouchevent and Webmouseevent

We will use synthetic pointer action in the pointer event tests, so we need to add the pointer type when creating synthetic webtouchevent and webmouseevent.

When the WebMouseEvent and WebTouchEvent generated from Synthetic Gesture are dispatched to renderer, they are converted to ui::MouseEvent and TouchEvent with a pointer type in SyntheticGestureTargetAura. No need to add the pointer type to synthetic web events.
