Apply Autofill Synthetic Form logic to AJAX page loads |

Issue descriptionThe logic in Autofill Agent methods like OnSamePageNavigationCompleted depends on reading the contents of a form; however, many AJAX-based pages (e.g., Walgreens.com) don't actually use a form element at all. This has a substantial impact on credit card and profile uploads. Other places in the Autofill codebase have the concept of a Synthetic Form; we should refactor and adopt this logic.
