Permission bubble to enable or disable "Google suggestions" is not seen in sign in overlay.

Issue description

Chrome Version: 52.0.2743.0 (Official Build) 2b3ae3b8090361f8af5a611712fc1a5ab2de53cb-refs/heads/master@{#394939} 32/64 bit.
OS: Windows(7,8,8.1,10)

Steps:
1. Launch chrome add a new user (Person 2), click on avatar icon in top R.H.S and select 'Sign in to chrome' button.
2. Enter valid 'Email' id and click on 'Next' button
3. Now right click inside 'Password' textbox and select 'Spellcheck' option.
4. Click on 'Ask Google for suggestions' option and observe.

Actual : The browser navigates to Person 1 after clicking on 'Ask Google for suggestions' option in Person 2. 
Expected : The permission bubble to enable or disable "Google suggestions" should appear.

This is a non-regression issue seen from 'M-50' (build 50.0.2654.0)

Note: 
1.Issue is not seen on Mac and Linux OS.
2.This option is seen from 50.0.2654.0
