Regression : Unnecessarily two history records are seen for single web page in chrome://history.

Issue description

Chrome version : 52.0.2743.0 (Official Build) 2b3ae3b8090361f8af5a611712fc1a5ab2de53cb-refs/heads/master@{#394939} 32/64 bit
OS :  Windows (7, 8, 10), Linux (14.04 LTS), Mac OS X(10.10.5, 10.11.4)

Test URL : www.google.com

Pre-condition : 1. Please enable 'Material Design history' flag from chrome://flags. 
  
What steps will reproduce the problem?
1. Launch chrome and go to above URL.
2. Now go to chrome://history and observe the history list.

Actual : Unnecessarily two history records are seen for single web page in chrome://history.
Expected : Instead only one history record should be seen for single web page.

This is a regression issue, broken in 'M-52', below is manual bisect and will soon update other info.
Good Build : 52.0.2740.0
