Chromevox does not indicate state of upper case letters when backspacing

Issue descriptionMode: force_next Version: 52.0.2739.0 Reproduction Steps: 1. Enable Chrome vox Next 2. Navigate to any editable area that accepts text input 3. Type an uppercase letter A and a lowercase letter a. 4. Press the left arrow key to move backwards through the characters, and then press right arrow to move forward. Observe that the uppercase letter is announced in a higher pitch, while the lowercase letter is announced in a lower pitch. 5. Press backspace to erase both of the letters. Expected behavior: Chromevox announces the lowercase letter that is erased in a lower pitch voice, and the uppercase letter in a higher pitch voice. This would be consistent with the behavior of moving around using the arrow keys, and it would be consistent with other screen readers' behavior. Actual Result: Chromevox announces both the uppercase and lower letter in the same high pitch.
